Odie is a crafty subversive, but is a virtual unknown to the Imperium. He has actively worked for Lightning's Hand for the past few years, but is now assigned as a sleeper agent. He will hook up with anyone who he thinks can help him to serve his end, to injure Duke Norris. His orders are to cause serious damage to the military readiness of Naval elements within striking distance of the Border Worlds, and to cause blame to fall on his unsespecting assistants.

Lightning's Hand is a terrorist group originated in the Sword Worlds, often supported by Zhodani covert ops or Merchant Princes for whom Imperial expansion in the Marches would be unwelcomed. The stated aim of the group is to free the captive Border Worlds from Imperial control. For more info on the current activities of the group, see the FTAS.
